Toomas Ilves

Toomas Hendrik Ilves is the former president of Estonia (2006-2016). Previously, served as Estonia’s first post-independence ambassador to Washington (1993-96), Foreign Minister (1996-2002), and Vice-president of the European Parliament’s Foreign Affairs Committee. Since leading Estonia in the early 1990s on its road to becoming a reference in e-governance, Ilves has been focusing on democracy and digitization for some 25 years. Ilves is currently a distinguished visiting fellow at the Hoover Institution at Stanford University. In 2018-19, he is a Berggruen fellow at Center for Advanced Study in the Behavioral Sciences, researching regulatory and technical solutions necessary to ensure the continued functioning of liberal democracy in the digital era.
