Carlos Manuel Félix Moedas is a Portuguese civil engineer, economist and politician. Between 2011 and 2014 he was appointed as Under-Secretary of State in the XIX Constitutional Government of Portugal. In 2014 he was appointed European Commissioner for Research, Science and Innovation.
